HMIS is an initiative funded by Housing and Urban Development (HUD) in which Austin partners through the End Chronic Homelessness Organization (ECHO) use federally compliant and secure web-based software called to ensure the continuation of funding for homeless services in Austin.

ATCIC is the local lead agency that maintains the HMIS database, which is monitored by the ECHO/HMIS committee. Participating agencies enter consumer information to the system once a consumer has agreed to use the system and has signed a consumer consent form. Participating agencies may share relevant information with other participating and HIPAA compliant agencies, thereby increasing the potential for success of the referral process and reducing the amount of paperwork and repetition as the consumer moves through the Continuum of Care towards maximum self-sufficiency. Caseworkers may also create and print a detailed service plan to give to the consumer the end of a meeting.

ATCIC is proud to provide support to partner community agencies, particularly the United Way Capital Area for its provision of the “211” Community Resource Database which provides information and referrals.
