Shelter + Care Program

The Shelter + Care Program is an important component of the continuum of care for individuals who are homeless and disabled. The program is funded by the U.S. Department of Housing and Urban Development (HUD) to provide housing subsidies to people who are homeless with a disability due to a serious mental illness, chronic drug or alcohol dependence, or HIV/AIDS. The program is administered by two local housing authorities in collaboration with Integral Care. The program combines a rental subsidy with ongoing supportive services to assist chronically homeless individuals and families to obtain and maintain housing.

Who is eligible?

Applicants must meet all of the following criteria:

  1. The applicant must be able to document that they are disabled due to a severe mental illness, chronic drug or alcohol dependence, or HIV/AIDS.
  2. The applicant must be receiving services in Travis County, and currently homeless according to one of the following definitions:
    • Staying at an emergency shelter;
    • Sleeping in places not meant for human habitation, such as cars, parks, sidewalks and abandoned buildings; or
    • Staying at a transitional housing program, and originally came from the streets or emergency shelters.
  3. The applicant must be low income according to HUD guidelines (50% of area median income). Click here for more information on income limits. Consult with your Integral Care case manager if you need assistance applying for this housing opportunity.
  4. The applicant must be willing to participate in case management services, and able to live safely in their own apartment.

Referrals

Referrals for the Shelter Plus Care program may only be made by case managers on behalf of consumers receiving services from ACCESS/PATH, Community Recovery Team, Assertive Community Treatment (ACT) or other program where the consumer is assessed for LOC 3 or 4 services provided by Integral Care. Referrals will be accepted after the Housing Authority releases vouchers. Only completed referrals will be accepted.
