Background
Special Provisions, Section 48 of SB 1 of the 81st Legislative Session directed Department of Aging and Disability Services (DADS) to transfer case management services out of the Home Care Service (HCS) Program. Following this transition, individuals receiving program services will receive service coordination from their local Mental Retardation Authorities (MRAs). DADS initiated activities related to this change, including the development of rule amendments. The HCS rule (40 TAC, Chapter 9, Subchapter D) and the Service Coordination rule (40 TAC, Chapter 2, Subchapter L) have been revised and are currently in draft form, available below.

DADS plans to implement this transition June 1, 2010. Following this transition, case management will no longer be included in the HCS Program service array.
DADS staff are developing a Program Handbook to support service coordinators and providers. DADS will also provide training for MRAs and providers during the months prior to transition. Click here for more information about the transition from the DADS website.
Local Transition Plans
Austin Travis County Integral Care has joined forces with Bluebonnet Trails MHMR Center to prepare for this transition. We have formed a transition workgroup that meets at least monthly. This group meets in addition to our regularly scheduled MRA/Provider Quarterly Network meeting.
