David L. Evans
Chief Executive Officer

Evans has more than 30 years experience as a leader in behavioral health and developmental disabilities and also serves as the Chief Executive Officer for New Milestones Foundation. Evans is also an adjunct faculty at The University of Texas at Austin. He serves on the Austin Wellness and Prevention Committee, Community Action Network Administrative Council, Texas Council of Community MHMR Centers Executive Directors’ Consortium and is a Board Member of Tejas Behavioral Health Services. He is a member of the Hispanic Chamber of Commerce and National Alliance for the Mentally Ill. Past experience includes serving as State Commissioner in Georgia for Mental Health, Mental Retardation and Substance Abuse; State Director in Nebraska for Mental Retardation Services; Trustee for the Commission for the Accreditation of Rehabilitation Facilities; Past President of the National Association for State Mental Retardation Program Directors; Georgia Governing Planning Council for Developmental Disabilities; and the National Association of State Mental Health Directors.


Dr. James Baker
Systems Chief Medical Officer

James G. Baker, MD MBA serves as Integral Care's Systems Chief Medical Officer. He provides oversight of medical policy, system-wide utilization and quality management, and provider credentialing. Board-certified in both general psychiatry and child/adolescent psychiatry, Dr Baker has over twenty years of medical administrative experience in behavioral health. He is Clinical Associate Professor at Dell Medical School and also at UT-Southwestern Medical Center in Dallas, and the author of numerous papers on behavioral health administration. Dr Baker is a Distinguished Fellow of the American Psychiatric Association, and a recipient of the National Alliance for the Mentally Ill Exemplary Psychiatrist Award as well as the Mental Health America of Greater Dallas Pamela Blumenthal Memorial Award for long-term commitment to quality of care and delivery of services to people with mental illnesses.

Dawn Handley
Chief Operations Officer

Handley is a Licensed Professional Counselor with more than 20 years experience in the behavioral healthcare. She graduated from Stephen F Austin State University with a Bachelor of Arts in Psychology and a Master of Education in Counseling. Handley joined Integral Care in 2008 and is responsible for directing adult and children's behavioral health, disease management, crisis services and integrated care. Handley is a member of the Crisis Services Implementation and Psychiatric Services Stakeholder Committees. Previously, she served as the chief operating officer for Connections Individual and Family Services and interim executive director for Waterloo Counseling Services and held other leadership positions in other healthcare organizations. Handley was the Board Chair for Waterloo Counseling Services and received awards for her outstanding contributions from the Texas Network of Youth Services.

Lisa Ott Laky
General Counsel

Laky has been Integral Care’s General Counsel since 2004. In this capacity, she oversees the Human Resources Department and all legal affairs. She was in private practice from 1984 through 2001, became a director of the Austin firm of Hilgers & Watkins in 1993, and also served as Vice President/ General Counsel for Q-Up, Inc. Laky served on the Board of the Family Crisis Center of Bastrop, Lee and Fayette Counties and was chair of the City of Austin Historic Landmark Commission from 2003-2005. Laky graduated from Texas A&M University Cum Laude in 1981 and from The University of Texas School of Law in 1984.

Louise Lynch
Provider Network and Authority Officer

Lynch has been with Integral Care since 1987. As Director of Network Development and Management, she implements expansion of Integral Care's external network to enhance consumer choice and best value. She has an extensive background serving individuals with intellectual disabilities, is a lecturer and field faculty for The University of Texas at Austin. Lynch holds a Masters of Science degree in Social Work from The University of Texas at Austin and is a licensed social worker with advanced practice recognition. She is a member of the National Association of Social Workers, and past president of the Texas Association on Intellectual and Developmental Disabilities.

Ellen Richards
Chief Strategy Officer

Ellen Richards joined Integral Care in 2014 as the Chief Strategy Officer. Richards’ professional experience includes the for-profit, non-profit, political and government arenas, primarily in the field of health and human services. Over the past 15 years, Richards has developed in-depth knowledge of local issues through her work with Austin/Travis County Health and Human Services Department, Travis County Health and Human Services and Veterans Service and Central Health. She also brings skills in strategic and community planning, research and analysis, fundraising, and community and political organizing to her work with Integral Care. Richards earned a Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin and a Bachelor of Science in Social Work from St. Edward’s University.

David Weden
Chief Administrative Officer

David Weden is a Certified Public Accountant and serves as the Treasurer of the National Association for Rural Mental Health. Mr. Weden began his career with Texas Lutheran University, including serving as Controller for the University with responsibility for all financial reporting, business office functions and coordination of the external audit. For the last 16 years, Mr. Weden served in multiple roles, including Chief Accountant and Chief Operating Officer, with Hill County Mental Health and Developmental Disability Centers. He brings a wealth of experience including work with managed care organizations, creation of the Linda J. Werlein Crisis Stabilization Unit, and development of a significant number of 1115 Medicaid Transformation Waiver projects across 4 Regional Healthcare Partnerships. Mr. Weden received his Master of Accountancy Degree from Texas State University and his Bachelor's Degree in Accounting from Texas Lutheran University.
