Integral Care operates seven apartment complexes that are owned by New Milestones Foundation and funded through Housing and Urban Development (HUD). These are property-based housing programs, which means that if consumers choose to live in one of the units, they must give up any other type of housing voucher they have (i.e. Section 8, S+C, VASH, etc) in order to get the rental subsidy from HUD. The subsidy is tied to the property so if consumers decide later that they want to move, they will not be able to take it with them. Rent is usually 30% of their income. The HUD 811 units are either 1 bedrooms or efficiencies (there is only one 2-bedroom apartment). Transfers to other Integral Care-owned/operated HUD 811 apartments are based on availability and eligibility criteria.
In order to qualify for this type of housing, a household must be in the extremely low or very low-income (within 50 percent of the median income for the area) and at least one member must be at least 18 years old and have a diagnosis of chronic mental illness. All residents must also pass a criminal background check – exclusions include, but are not limited to: sexual crimes, felony drug use (in particular, distribution), capital crimes (murder, extensive fraud, etc.) and domestic violence. Applicants who exhibit a substance use problem will be denied, unless substantial evidence exists that a treatment program has been successfully completed or can be completed in a reasonable amount of time.
