Background

The Mayor’s Mental Health Task Force Monitoring Committee was appointed in May 2004 to document and track progress toward the goal of moving Austin and Travis County to become a national model of a mentally healthy community. The Committee's work had a charge of five years, ending in December of 2009. While the original focus of this Committee was to coordinate planning activities across multiple service systems, an eventual outcome was the development of data around community progress toward specific behavioral health goals.

After extensive research, the Committee identified a scientifically-based set of behavioral health community indicators. These indicators were tracked annually through a Mentally Healthy Community Score Card, and received national recognition from peer reviewed journal articles.

At the end of the original five-year charge, an ad-hoc group of community leaders re-instated the Committee’s work for an additional two years. Subsequently, the Committee is now the Mental Health Task Force and is charged with identifying ways to utilize the research developed on the indicators to create sustained community action, known as the Indicator Improvement Initiative. Financial support for this initiative was provided by the following six entities:

  • Austin Travis County Integral Care
  • Bazelon Center for Mental Health Law
  • City of Austin
  • Hogg Foundation for Mental Health
  • St. David’s Foundation, and
  • Travis County

 

Community Successes

The Indicator Improvement Initiative used data developed through study of behavioral health community indicators to lead to overall system change. Many system changes have occurred as documented below:

  • Austin Independent School District has changed their policies around discretionary removals to alternative learning centers, suspension and even expulsion for minor infractions.
  • Austin Travis County Emergency Management System and other local partners have subsequently begun a system of tracking frequent calls to 911, the needs of these callers and identifying more cost saving alternatives.
  • There has been a decrease in the number of multiple bookings of individuals with serious and persistent mental illness in the Travis County Jail.
  • Integral Care is now a contracted psychiatric treatment provider in the jail, providing better continuity of care.
  • Indicator Improvement Initiative data has been used in multiple mental health planning efforts, including 1115 Medicaid Transformation Waiver projects.

 

Future Planning

Since 2012, the Indicator Improvement Initiative has been sustained through Integral Care’s Health Promotion and Wellness Division. Please check back often for ongoing reports.
