Integral Care's First Steps program provides early identification and therapeutic services for infants and toddlers with developmental delays who do not meet the Texas Health and Human Services Commission, Early Childhood Intervention (ECI) requirements. 



Children from birth to three years old may be eligible for Integral Care's First Steps program if they have Medicaid or live in a low-income household (at or below 200% federal poverty guidelines), and meet one or more of the following criteria:

  • The child has a developmental delay of 10 to 24 percent on the Battelle Developmental Inventory 2 (BDI2), or 10 to 32 percent expressive language delay
  • Medical documentation of in-utero drug exposure
  • Low birth weight (less than 5.5 pounds/2490 grams), and child is younger than 18 months
  • A clinical opinion of atypical development
  • The child is exiting ECI at 3 years old, and has been determined eligible for Part B services with the Local Education Agency. If their birthday falls at the end of the school year or in the summer, the child may be eligible to receive services beginning on the third birthday until Part B services start at the beginning of the new school year



Integral Care's First Steps program provides home, community, and agency-based services in and around Travis County. Therapeutic services include:

  • Developmental Services
  • Occupational Therapy
  • Physical Therapy
  • Speech Therapy

Parents and professionals work together to help the children meet developmentally appropriate goals and reach their maximum potential.



  • First Steps has established procedures to accept referrals from local Early Childhood Intervention (ECI) programs that can no longer serve children with developmental delays of 10-24% based on the BDI v2.
  • First steps will also accept referrals from community resources and/or direct from families in need of intervention and support. Children identified by First Steps as meeting eligibility requirements for existing ECI services would be referred to the appropriate local ECI program.
